Traditional 0-10V for lighting control

you control the dimming by a voltage 0->10V.
0v = lamp of
5v = lamp 50% on
10v = lamp 100% on

The opto iso4 to PE2 can be used (but is not clear in the documentation of Atmel) to detect if one will control the lamp by 0-10V.
If you have the software you can find out where PE2 is exactly used for.
 

Yes, I have seen the software. Because they are using 3 different methods of dimming control DALI, 0-10V and Swiss, they have got to detect the used method automatically. So PE2 tells whether 0-10V is used or not.
Thats where I am coming from, so I guess pin4 is for what you have just said, to control the dimming by changing the voltage 0-10V.
So what Im did is connected pin 3 to 10V constant, to indicate the method 0-10V is used now, and then changed the voltage at pin 4, but nothing happened
 

As soon as you put a little voltage on these pins the led in the opto will turn on.

A fluorescent tube can't be dimmed from 0% to ~20%. So from ~20% the lamp can work this is exactly the voltage you need to get the optocoupler LED light.

So just put a voltage from 0-10V at the J5-pin3 and J5-pin4 (GND)

I understand the circuit looks a little strange because you can't find a GND as reference but as you can see pin3 is connected to +10V. So this is now you reference.
