I don't know of any FPGA board with a touchscreen and XILINX FPGA.
Actually, I haven't seen ANY FPGA board with an integrated touchsreen.
I suggest you buy an external touchscreen that uses a simple serial communication protocol.
To do a project like the one in the link from scratch will require you to know the hardware you're working with FPGA, SRAM, communication protocols, etc.
It will take less than 2 weeks for an experienced person. But if you have no knowledge, I suspect it will be more like 2 to 3 month of work.
