top level design and low level design

can any one explain the what we do in top level design and low level design?

In which design,design is broken in to Flipflops and gates?
 

top level will be the system design - eg how it work, abstracted in something like simulink.
low level is the gates and registers.
 

u mean that design is broken(gates and flipflops) in low level design?
 

low level just means more detail. One persons low level might be someone elses high level.
