I don't understand.
For me pre-silicon means before having any "physical" chip in-house, so I have only the RTL code, the netlist, and a FPGA, then what do you want to validate?
RTL code is made with simulations.
netlist LEC and/or simulations.
FPGA by running simulation on hardware platforms.

is it what you expect?

I think it is common to use modelsim to do functional validation through simulation.
