To run a file in every period ???

Hi everybody !!!

I want to run or open a file or a program in a periodically.
(eg: I mean that a file will run in every an hour period.)
How I can do that.
I don't want to use next software to do that.

You can use Scheduled Tasks utility from Windows.
 

What is a OS you used?
