I need help of deciding which to buy? TI's DSP starter Kit or EVM Board? Which would be better for R/D use? Which would be a better buy?

EVM expensive
EVM debugging fast
You can find alot of example program for EVM

Starter kit cheap
Starter kit debugging too slow
You must modify the ready example program for your starter kit.

If your application have risk (high voltage, nonisolated line) you can
use starter kit becouse if burrned not problem becouse cheap.
 

I would get the starter kit and build from there!
