This is a simple capacitor or it has a resistor inside it?

Hello!

I have the attached capacitor with HPF graved on it. When I measure with a multimeter, across the leads, it gives me 30ohms both ways. That means it is shorted or has a built in resistor?

Does HPF stands for High Pass Filter? With means it has the resistor nad capacitor inside it.

It says right there that it's .25uF 630V. But it shouldn't read 30 ohm. HPF is probably just a manufacturer's number. Throw it away and buy a new one.

Just a thought: are you waiting a few seconds when you measure the resistance to see if it starts charging?
 
It's a shorted HPF type metalized plastic Film capacitor

Get a better one unless you know it was overstressed somehow.

Also no saving in file size using 7Z on JPG which is already compressed.
