the thin layer of copper in SRR for simulation by HFSS

hello
i want to redo a simulation of SRR in HFSS(please see the attach file)

is the thin layer of copper dived into the dielectric or placed on it?
when i placed it on the dielectric the results of simulation was different from that in the paper.
please help
