the infrared effects

Can we use the infrared to effect the software of any cell phone is opposite of it ( I mean can the infrared control the setting of the host mobile for example)

I purchased a cell phone at a garage sale. I took it to my local Verizon store and asked if they could give it a new number so I could get my own account, etc.

The tech guy placed the phone next to an infrared communications unit. It read the data in the phone, and then reprogrammed it... all with no direct cable hookup.

I have a hunch it involves proprietary networking protocols. I don't think it would be easy for anyone to duplicate the process at home.
