the PFD transfer characteristics is great coz it covers ragne of phase differnece between pi and - pi , and also if u see it is freqauncy tranfer charracteristics u will find it cna also detect frequcny offset

and the compination between the PFD and charge pump has the following advantages
the capture range is limited by the VCO tuning range , no constrains on the filter
the static phase error is zero , if the charge pump is ideal
