tester of integrated logic circuits

IC TESTER

hi all
this query is concerned with my mini project. i intend to make a an IC tester for testing logic ICs like AND,NAND etc. My idea is to send some inputs say a set of bits called 'K'(stored in the micro controller) to the IC under test, wait for some time for the IC under test to respond and compare this output with what is stored in the MC( i e the correct o/p corresponding to input 'k')

Is it possible to design some thing of this sort. Shouldn't i set the ports to high if i want to read the IC o/p? if i do so wont it be like sending a set of 1s as input to the IC under test?
I am confused. Please help me.:cry:

IC TESTERS ARE A SOFTWARE PROGRAME WITH MAY BE A MICROCONTROLLER
