System Utility Configuration Window doesn't show up?

hi,

i have a computer with xp operation system. i am trying to add a program to the start up but system utility configuration window doesn't show up when i type in msconfig and hit enter in the run window. any advice??
 

Try to locate msconfig.exe on folder C:\WINDOWS\pchealth\helpctr\binaries. Missing msconfig.exe file will caused msconfig not show up.
