System that needs PLL to provide a DC power supply

Someone use PLL to supply a dc voltage, why not use the dc power suplly?

Maybe i think, when a PLL is locked, the tension from filter to VCO is very stable. For example, with a fourth order filter, we have a variation near nV for ns.

because system work, the current is not constant, so the voltage is not
stable!!!

Of course, DC block powers the PLL... :D
