synthesis of boolean functions

if i want to synthesis a boolean function to fit in an FPGA (Act1 from actel for example), why can't i use the perfect coverage or semi perfect coverage methods that are used in standard cells' synthesis, why do u i have to use the binary decision diagram, is it because i have a multiplexer in the FPGA and the coverage method doesn't work out for it???
