Switch CFLs with Triac

why do cfls flicker when switched by a triac

Hello,
I want to switch (just ON/OFF no Dimming control) 20 compact flourcesent lamp using triacs (BT139 or BTA140) and an opto isolator(MOC3021). every lamp a separate triac, and i control them with a mcu(AVR).
I have tried the Typical Application Circuit in MOC3021 datasheet, but i have too many problems! Triacs burns! With ALL(or most of them) lamps on, I have no constant Light(some flicker on lamps!).

What exact circuit should i use for switching each lamp(36W CFL 220V)?
Is there any point should I consider using CFLs(there is no problem with incandesent lamps!)?
Should I use an opto isolator with Zero Crossing detector (such as MOC3041)?
