It surely depends on the situation.
* If the wiring is overhead
* In the mountains (rocky)
* and it ends on a high metal pole
You need a higher protection class, than with
* underground wiring
* plain, wet, ground
For good protection you need a multistage system. With series isolation or current limiting, and parallel earthing.
Gas discharge, isolation or other series impedance, TVS at least

I'd feed the 24V over the long distance. It doesn't need that high protection level and it may have higher series impedance with less power loss.
