steps for burning AVR?

Hi, i have a usb AVR programmer and i wrote a prgramm burn that on two development borad that i have. But i am unable to burn that code on fresh AVR using that programmer and a breadbord..iam getting error advising to duble check connection..it says "target does not respond". Can anyone tell me the problem, although it works on development boards.

Chips- Atmega16 and atmega8
Programmer- usbasp and avrdude...
I have posted the snap of my usb programmer in thread "need help with AVR usb programmer"...
