start up problem with HC08 LK24

Hi

I am using LK24 and Code Warrior Ver 3.0 build03050, sevice back JB12 and service back LJ24/lk24.
and using cyclon pro for ISP.
I have been using this setup for years.

recently I have made a change in the Firmware and downloaded it to the Micro.

The problem is that after programing when I power up the board the micro works probably but if I power down the board and power it up again the program don't start at all .

If I try to make HW reset no thing change the program don't start.
the only way to overcome this problem is to reprogram the micro and it will work one time only after programming.

If I try one of the old programs it works probably

What is the reason for this problem and How can I overcome it?
