standard cell based design

i am doing my mtech vlsi and embedded systems i want to design a cell as my main project can you please tell me what are the prerequisites to design a cell and how to design it can you suggest some of the websites to develop standard cell. I want to know the steps to design the cell and what are all the parameters to consider while designing the cell..:?:
