Stacked dielectric materials setup in HFSS

Hello,

What is the proper way of simulating a waveguide filled with 2 different dielectric materials stacked one over the other in HFSS? the results I'm observing my my simulations seem to suggest that the simulator assumes the boundary between the 2 dielectrics to be a perf-E and thus, doesn't consider the dielectric above the boundary. Please someone tell me what going on there. Thks.
