mbps can be calculated using the number of output bits per second from that system... mips depends on the internal structure... it is hard to calculate without the internal circuit...
what do you mean by speed... do you mean to say the clock frequency or the data through put... in the smulation wave form which you have shown there is no clock signal at all... assuming the design is fully combinational the dat through put rate could only be given by a synthesis tool... and as Anand said MIPS cant be found from the above simulation wave form...
