[speech codec] complexity analysis

Hi,
My future project is design a DSP core for G.723.1 speech codec(output rate is quite low-6.3kbps and 5.3kbps). I just want to know in general speech codec,which part is most critical (add,muliply,divide or some higher level algorithm like FFT,FIR,IIR.....)? And I should focus on which part?
Also,can anybody give me a brief view about DSP's capability in speech codec? 8)

I am a beginnner in audio codec and any response will be much appreciated :)
