Spartan 6 + 88E1111 SGMII autonegotiation problem

Hi

I am using the SGMII mode in spartan6 + 88E1111 interface.

we found the that autonegotiation not happening between the Marvell Phy and FPGA Mac.

we observed the data in chipscope and
after completion of Copper link autonegotiation Phy sendng the Configuration char (/C1/ = /K28.5/D21.5/config_reg[7:0]/config_reg[15:8]/r /C2/ = /K28.5/D2.2/config_reg[7:0]/config_reg[15:8]/) to FPGA MAC ..FPGA detecting the Configuration Char and sending out the IDLE characters /I2/ = /K28.5/D16.2/.. Marvell Phy has to detect this these and it shoud send out the IDLE characters /I2/ = /K28.5/D16.2/ to FPGA MAC but its not Happining

Please anyone let me know what chould be problem or let me know if any register value i need to set in the marvell phy....
