spartan 3e PHY interfacing

I am using spartan 3E fpga board in my project and i need to transmit packets to the pc from fpga but i cannot configure it's PHY. Can anyone guide me ?

When the FPGA turns on, i suppose it auto negotiates with the pc, so if it does then how can i view its mac or ip?
