xilinx ise .msk file

Hello,

I had installed in my system ISE WebPACK 8.1i
All goes well, until when running iMPACT to program the FPGA and PROM.

1) FPGA programming without VERIFY check box runs fine ............ [OK]
2) FPGA programming with VERIFY check box ................................ [FAILS]
It ask for a .msk file to compare the bitstream, but that file is missing, it was not created, and it should be created a long with PROM file.
3) PROM programming always fail at 51% ................................ [FAILS]

I'm using Spartan-3 Demo board.
Running Help > About tells that

Registration ID: UNKNOWN

It might be because i have no license?
Right now i'm updating to SP3 for ISE WebPACK 8.1i

Do you have an idea what could it be?

Files created for PROM:
Writing file "C:\tmp\tutorial\//counter.mcs".
Writing file "C:\tmp\tutorial\//counter.prm".
Writing file "C:\tmp\tutorial\//counter.sig".

Added after 28 minutes:

Creating a mask file can be done one of two ways.

First, from command line, use the "-m" option in BitGen.

Second, from the ISE Design Environment Tools:

1. Right-click the "Generate Programming file" process: The BitGen options window opens.
2. Click the "Readback" option tab.
3. Check "Create ReadBack Data files" and "Create Mask File".
4. Click "OK".
5. Re-run the "Generate Programming file" process.
