SMPS without transformer or opto? (VIPer22A)

I just came across this SMPS circuit on the DigiKey website:

Is it really possible to implement a 12V 350mA output SMPS with wide mains input voltage without a transformer or an opto-isolator?

The datasheet for the VIPer22A shows transformers and opto-isolators used in various application circuits.

Is the design safe as there is no isolation between the input and output?
 

What are you exactly asking? Obviously the circuit doesn't provide safe insulation. So it's only suited for applications that don't need it.
