Simulating Handover Decision at the BTS in Matlab

Hello Everyone,

I am a student and working on the Handover Decision at the BTS and Node B(3G).
I have to simulate Hard Handover(HHO), Soft and Softer Handover(SFO).
I need to simulate these Radio Resource Management functions using Matlab.

I am not an expert using Matlab particularly with the Communication toolbox.

I am posting here to get some help to get started in this regard.
Any pointers and/or Good reference Books would help me a great deal.
