A good solution is an Insight electronics development board
"hxxp://www.insight-electronics.com/cgi-bin/bvutf8/memec/scripts/local/manuDetailArticle.jsp?Div=INSIGHT&Reg=AMERICAS&Country=UNITED_STATES&Lang=EN&isDetailPage=true&EDOID=200699&Manu=MD_XILINX" it costs about 4000$ and includes samples of vhdl/verilog designs and source code for the sw applications.
