SIM900 RTS and CTS type of handshake?

I want to use RTS (ReadyToSend) & CTS (ClearToSend) properly with my sim900, the hardware design states to connect RTS on Sim900 to CTS on microcontroller, and vice versa.

Does this mean CTS indicates permission from the DCE(Sim900) for the DTE (microcontroller) to send data to the DCE, and RTS indicates permission from the DTE for the DCE to send data to the DTE?

Or do I still put RTS high when microcontroller is ready and wait for CTS when sim900 is ready, like the old style of serial communication?
