sim548C gsm part problem

hey guys..
i am trying to make a vehicle tracking device. i am using sim548C. my circuit has a rs232 part and for voltage regulation i am using LM317. O/P voltage is 4V.
first i got reply's for AT commands. but after tht no response. the status pin gives an output of 3.5V as default and if i make the pwrkey low.. the status pin drops to 0.7V and voltage increases gradually.

wen i got output for first time , the status pin Voltage was 0.4 or 0.5... wen i make the pwrkey low the status pin output increased to 2.8 immediately. but now its acting diff.. anybody know the reason behind this??? plz help..
