SIM5320 ber value always 99

i am using sim5320 modem. i always getting BER value as 99. i have tried to read while calling but the BER result is always 99.

is that the modem issue or network issue or my configuration problem? anybody have solution for this?

try to communicate at lower baud rate and check the system power is it stable and sufficient.

no its not working even in lower baud rate.
