SIM300D VCHG charging current limiter

Hello there,

In SIM300DZ manual, it is written:

3.5.5 Charger requirements
Following is the requirements of charger for SIM300DZ.
- Output voltage: 5.0V-5.25V
- Charging current limitation: 650mA


While using that charger I have seen that it does not use more than 650mA current. So do I still need to put a 650mA current-limiting circuit on VCHG?
