SIM 900 ON/OFF issue

I have recently developed a board based on SIM900 and atmega328.
But i have been facing problem in some sim900. they are not getting switched on even through s/w and h/w pulse.
Is it issue in assembly(over heating) or power supply?
i am running both on BL5C battery.
 

Perhaps you should post your circuit as the amount of information you have given so far does not even allow for a guess.
