signal sequencing using c-programming

hi,
i am new to electronics design and c-programming. recently, i was assigned to do some signals sequencing using atmega164p, which required c-programming to ramp up each signals at different time. so, i would like to ask what library should be used to call this function? is that possible to use for loop for each signal so that they will ramp up at different time. thanks for your replies.
