There are about 200~300 IC design houses in Shanghai, you could easily get enough high quality designer in Shanghai. The Fudan University is the best university in Shanghai, and the Shanghai Jiaotong University is very good too. But local companies recruit more designer from University of Electronic Science and Technology of China in Chengdu and Xi'an University of Electronic Science and Technology
