setting up tortoisecvs locally

Greetings,

I would like to set up a CVS repository on a local hard drive on my desktop. I have two 1 TB hard drives, the first of which is occupied by Windows, and the second, which is just scratch space. I would like to set up the root repository on that E:\ drive, so that I can create projects and checkin/checkout modules from that drive. Any information on how to set this up would be great. I have tried, but I can't seem to get the repository set up.
