[ARM] Separating fm message with Input Capture

Hello
I want a fm oscillator that ranges from 21 to 24 kHz to separate the signal message and must be through a micro or FPGA.
Must be as small as possible
The method I'm thinking of is to send the FM signal to microcontroller INputCapture and read the frequency of it and get Derivative.

Do you think this is correct?
