Select WIR signal in IEEE p1500 wrapper interfacing

I am studing IEEE p1500 interfacing which is used for IC level interconnect test and to test the some core design as well.
I want to know that for selection of Wrapper instruction Register(WIR), the signal SELECT WIR comes from where?
And how does it interfaced?
