Hi,
Who defines these projects topic? How much are they up to dated?
And how these topics could be clarified?

its only a sample list that are taken from IEEE papers. A proof of concept is developed at engineering level at project activity. how much they are updated is difficult to tell. you can clarify these projects in this forum, but cant expect anyone to give you 100% readymade... Only assistance will be provided.

Or search of IEEE based projects in google for your field and get the list of projects...
