I guess at this point I'd flatten it to zero levels and "Make Cell"
my own seal ring cell in the design library, place it and edit-
in-place so it fits right. Be sure to have all layers visible and
selectable so you don't end up with "invisible" stuff left at
unexpected places.
However this could turn into extra work if (say) the contact
cut is composed of a zillion standard contact squares rather
than a linear full extent cut. But it's manageable. I've done this
recently on a technology that (for my tools set) doesn't have
a scribe / seal PCell.
I'd see what messing with the centerline coords does for you,
first.
