Scan chain in spare cells?

Do we constitute a scan chain for the spare cells as well and are the spare cells connected to the clock nets ??

If later on during ECO when we realize that a spare cell has to be used then do we reorder the scan chain for that particular cell or its tied to the scan chain right from the beginning?

Spare cells are not connected to clock nets. We cannot insert or reorder the scan chain during ECO

You could add spare in your rtl code to be directly connected to the clock and directly inserted in the scan chain, it is not the same as the spare cell added by the backend tool.

I/n back end tool it is connected to a tie cell and tied to power.
