Scale and shift voltage

Hello, guys! I'm new to electronics and I have a question. How is possible to shift/re-scale voltage from 1.9V-1.6V to 0V-3V ? Should I use only Op-Amp or something else?

The bill of material would be comprised of
- an OP
- a power supply
- precision resistors
- a reference voltage source
- bypass capacitors
 
Can someone post how can i do this? Maybe an example of a circuit?
