is there an IC to convert the output frequency of surface acoustic wave to voltage which is 3khz~30ghz or should i make one using op amp ? any suggestion in this
much appreciated

I don't know for sure, but this sounds like it might be a job for a 'pressure zone' microphone. Radio Shack did (or does) market one of these (although it may not be very different from an ordinary mic).

The ratio is 10 billion to 1. It will not be easy to resolve the entire spread of such a large range. If you want a maximum of 10 V, your minimum shall be 1 uV.
