Robotic applications in paper ballot systems.

Is it possible using Robotics, AI technologies of using a Robot to segregate & count the number of votes according to the political parties in the paper ballot box?

I feel the votes in the paper ballot system is with respect to political parties election symbol.
 

Ballot papers usually have a fixed position box to be marked when a vote is made. Optical readers just look for alignment markers on the page to ensure it is positioned accurately then scan the paper looking for dark 'pixels' in the boxes to indicate they were marked. Any that do not clearly show a vote or may be defaced are rejected and manually checked. The counting process is just a tally of each vote as the papers are processed.

It will be difficult to automate the segregation, counting, declaration (winner, runners up candidates) paper ballot process without human intervention?
 

It depends on the ballot paper, If all candidates are on one page and the vote is cast by marking a box in a fixed position on the page it is quite easy. It can be optically scanned to see where the vote(s) are cast. The software can then add up all the votes as the pages are scanned one by one.

Only ones where the vote isn't clearly marked or ones where the ballot is not completed correctly (like voting for all candidates) need to be looked at manually and these would be detected by the automatic system and put aside for checking.
