Ring Oscillator need advice on decreasing Osc freq

Should i increase no. of inverters or increase capacitance to decrease my oscillating frequency? Why?
 

than more inverters, then more power consumption;
more capacitance -> more area comparing with inverters increasing.
 

Don't I need more power to charge my capacitor if I increase its capacitance
 

You will need more time to charge- exactly what is needed to decrease frequency. Dependence isn't fully linear, so some power fluctuations could be.
