I came after a long time.
Sorry for delay ...
I think i have the MPEG-4 Standard and it may help you...
Here i am attaching the version 2 of ISO/IEC 14496
But I will recommend you to read ISO/IEC 14496-10 MPEG-4 AVC which is also known as ITU-T Recommendation H.264.

Maybe I'm being naive, but wasn't the MPEG-2 standard supposed to be free?
The link posted above does not work and the official ISO site asks for 200 bucks (Swiss?) to get the standard!
