Erick recommends JK Micro's embedded 386 computers with built-in Ethernet. On JK Micro web site http://www.jkmicro.com/ you can find a development board including 186 processor at only $99. You can find some software in their download area, developed for FlashTCP embedded boards.

http://www.jkmicro.com/newsite/downloads/zip/dosppp.zip is a set of files that will allow use of WATTCP with a dial-up PPP connection to the Internet.
