You probably know that you can translate part libs from orcad to concept/allegro with transolb.exe. I think there is no similar translator for footprints.

In OrCad Layout you can Export your Footprint library you need first to
place all footprints within a board outline then you can translate this MAX file to Allegro .brd file there used to be free utility on Cadence site for download you need to check Cadence site to get this utility.
Then from .brd file you have to do File>Export>Libraries.
