What FPGA family?

I assume you're talking about JTAG programmable devices or some instant-on chips?

Please be more specific in this issue since there are many manufacturers and chip families...

I'm not sure that I can fully understand your question. But some ideas below would be useful to you!

First, you must let us know which family of FPGA you are using? I'm favour of Xilinx products so all that I put here is related to Xilinx FPGA!

For download cable, it's free in some website over the internet. I think you'd better do a search via https://www.google.com

I really do not understand the sense of the word "programmer"? Does it mean a circuit that receive the file *.bit from the PC and push it into the FPGA chip? If so, I think it's not easy to find free version. So why don't you take a look at a development board from Xilinx?

If you are working on a Xilinx FPGA or CPLD you can use a cable called Parallel-III cable.
It is very simple and cheap.

- What is evaluation board for? I mean its purpose
- What is development board for? I mean its purpose
- Is this FPGA board design is for testing the design? After downloading the bitstream into FPGA chip via JTAG Cable and this Board, we can test whether our design is right or not?

FPGA Evaluation and development board are one and the same .. and your explanation is correct.. they might contain some extra peripherals like USB,ethernet PHY etc and will be interfaced with the FPGA .. so as to make your life easier when developing some IP Cores which need those interfaces..

Making FPGA programer is very easy... just select the FPGA which u wanna use for ur board and interface it as shown in datasheet. U can put some features like LED supprot, buffers, Crystals. U can use either direct Jtag programing or in SRAM based tech , u can use serial EPROMs. General overview of Evalution board will be there in perticular companies website.. like ALTERA , XILINX... but the onl thing is u have to purchase download cable for that.. which will cost u from 150$ to 500$.. but full evalution board ( university version) will be cheaper .

which is better xilinx or altera?

Firstable thanks for all your suggestions!. But I have another question: which devices are better: Xilinx or altera?.

I mean which company offer more facilties like programm disponibility (free development plataforms), better architectures in FPGA devices for projects of more complexity and efective cost in their tools & devices.

If you desire the security feature, you can choose the Xilinx VirtexII FPGA family. If you consider the cost, you can choose the altera FPGA.In my opinion, the xilinx FPGA is powerful and is stabilization.

better u go for ALERA .. its cheap and easy at this stage....later u can go for xilinx board since its providing lots of facilities....with Virtex and spartan series..
