Related to "rolling or squeezing of the trace" in smith chart

Hi,
I am reading RF circuit design by Richard chi-hsi Li to learn about broad band matching.In page 455 it is said that to get the rolling in the trace after adding inductor in the matching network, the reactance of original impedance at the high - frequency end has to be higher than that at the low - frequency end, that is
XfL,1 > XfH,1

Can somebody say how to achieve this condition. I actually confused, in words he wrote that reactance should be higher at high frequency where as in the equation XfL,1 > XfH,1 the reactance at low frequency should be higher. So which is correct?
